Klank, bang!
Those black plastic curtained windows at the Frankston Library aren't another White Street Project art installation.

They actually shield a construction site, now officially signed. Behind there, workers are sometimes busy transforming a little used "light court" into a new multipurpose room for community groups to hire. You might hear them from time to time.

This is the latest phase of Frankston's refurbishment.
